What does this mean in relation to Religion and Government? Did you notice who exactly the First Amendment restricts? Well, it says “Congress shall make no law…..” Did you catch that? Congress….. Not government employees. Not teachers. Not even states or local governments. Not even the Supreme Court. Congress.
